A carport is covered square footage you already own and rarely use well. Enclosed properly, it becomes a secure garage, a real room, or in the right conditions a guest casita. Done without engineering and permits, it becomes the thing that costs you money at resale. Here is how the three versions actually work in the Valley.
Three directions
Most of the Valley's mid-century and 1970s housing stock was built with carports rather than garages, which is why this is one of the most common calls we get in central Phoenix, Arcadia, and older Scottsdale neighborhoods. The right answer depends less on what you want and more on what the existing structure, slab, and lot will support.
The simplest of the three, and the one most homeowners start with.
You are adding walls, a garage door, and usually a new slab edge or thickened footing where the walls land. The existing carport roof was engineered to hold itself up and shed water, not to carry lateral load from full walls, so the framing almost always needs reinforcement or partial rebuild. Because a garage is unconditioned, you avoid the insulation, energy-code, and HVAC work that living-space conversions require. Fire separation between an attached garage and the house is required, which usually means specific drywall assemblies on the shared wall and ceiling and a self-closing door.

This is the biggest jump in scope because the space now has to meet habitable-room standards: insulated walls and roof, energy code compliance, egress windows if it is a bedroom, minimum ceiling height, HVAC capacity or a dedicated mini-split, electrical circuits, and often a moisture barrier under or over the existing slab. Carport slabs are typically thinner than house slabs, are frequently sloped for drainage, and sit at a lower elevation than the interior finished floor. Getting the floor flat, level with the house, and properly isolated from ground moisture is the single most underestimated line item in this type of project.
A detached carport becomes an independent guest unit with a bathroom and kitchenette.
This only works when the carport is detached or can be legally separated, and when the lot still has room within setbacks and lot coverage. It brings the full utility picture into play: running water and sewer or septic to a structure that never had it, adding a subpanel, and meeting the accessory-dwelling rules for the jurisdiction. In many cases we find the existing carport structure is not worth saving once a bathroom, kitchenette, and insulated envelope go in, and a scrape-and-rebuild in the same footprint costs less and produces a better building. We will tell you that up front rather than after demolition.
Structural reality
A carport is a roof on posts. It carries its own weight and sheds rain. The moment you enclose it, you are asking it to behave like part of a house, and that changes five things every time.
None of this is exotic work. It is standard residential construction. The projects that go badly are the ones where someone framed walls under the existing roof over a weekend and skipped the footing, the engineering, and the permit. Those are the conversions we get called in to fix, and fixing them costs more than doing it correctly the first time.
Permitting
Permits go through Phoenix Planning and Development. A carport enclosure is a structural alteration, so the submittal typically includes a site plan, foundation and framing plans with a structural engineer's stamp, and electrical. Converting to conditioned living space adds an energy-code path and mechanical scope. Zoning review confirms setbacks, lot coverage, and parking for your district. If the home sits in one of the historic preservation overlay districts common in central Phoenix, exterior changes also go through historic review, which has its own standards for street-facing elevations and materials. That review is why we always check the overlay before design, not after.
Scottsdale issues its own permits and applies its own zoning district standards. The engineering package looks similar to Phoenix. The difference is the second layer: across most of Scottsdale, an HOA architectural committee governs elevations, garage doors, stucco color, and roof material, and in some communities front-facing enclosures are restricted outright. On north Scottsdale lots, environmentally sensitive lands and hillside standards can also apply. We submit for HOA approval in parallel with design so it is not discovered late, because HOA review calendars, not the city, are usually what set the start date here.
Requirements change. We confirm current code and zoning for your specific parcel during pre-construction rather than relying on what applied to the last project.
Investment
These are planning ranges for the Phoenix and Scottsdale market, not quotes. Where a given project lands inside its range depends mostly on three things: whether the existing roof framing can be reinforced or has to be rebuilt, whether plumbing is in scope, and how closely the new exterior has to match an existing stucco and roof finish.
